What is the MOMS Roving Housing Resource Program?

One of the most virulent side effects of today´s criminal justice system is the fractured relationships between children and their incarcerated mothers. Too often, young mothers lose custody of their children during incarceration and are unable to reunite with family members who may be residing in multiple out-of-home environments with little contact between siblings, parents, or other family members. The situation is further exacerbated by the lack of economic resources, social supports, and available housing for these women upon release.

In response, Eden I&R, in partnership with the Alameda County Sheriff´s Office and community-based organizations, is addressing the needs of young women through an innovative program. Maximizing Opportunities for Mothers to Succeed (MOMS) is a new approach to re-uniting incarcerated mothers with their children, improving the health and well-being of family members, and equipping them with life skills for self-sufficiency, such as education, job training, money management, and access to housing.

The MOMS program combines intensive individual and group training, case management, and other services during incarceration with a range of community-based post-release services including access to substance abuse treatment, mental health services, other primary services, as well as safe, decent, and affordable housing.

Continuity of care is the cornerstone of the MOMS program: the same community-based Case Managers who assist Program participants during incarceration follow their progress post-release, providing/facilitating access to primary services, support, family stabilization, and housing assistance. With this holistic approach, program participants and their young children are able to seamlessly transition into healthy, stable families.
